Technology Investment Capital Corp. of Greenwich, CT, plans to invest $15 million in eXact Advertising LLC, an Internet advertising agency, based in New York. The investment consists of $5 million in secured notes and a commitment for an additional $10 million, subject to the agency meeting certain conditions.
