Publicis Combines Frankel, Ileo and Semaphore

Publicis Groupe has created a new marketing services organization, Arc North America, which will encompass three of the company’s agencies — Frankel, iLeo North America and Semaphore Partners.

The Chicago-based organization, which combines more than 600 employees, will report to Leo Burnett Worldwide chairman and CEO Linda Wolf.

Arc North America will offer promotion, interactive, direct, database and retail marketing services. Frankel will be retained as a sub-brand. Clients include Diageo, Dreyer’s, General Motors, McDonald’s, Procter & Gamble and Visa.

Dick Thomas, currently president and CEO of Frankel, will lead Arc. Steve Weinswig, currently president and CEO of Semaphore Partners, will also serve on the management team. Peter Steinhauser, currently president and CEO of iLeo, will
