PRC Proposes Regs for Market-Dominant, Competitive Products

The Postal Regulatory Commission has proposed regulations to implement a new ratemaking and classification system for market dominant and competitive mail products.

The proposed rulemaking seeks to develop regulations for competitive products; making rate adjustments for market dominant products and establishing a mail classification schedule, which would categorizes products in either category.

These proposals stem from the passage of the Postal Accountability and Enhancement Act signed into law last December, according to the PRC.

“The proposed regulations represent the Commission’s initial effort to establish a functional framework for regulating rates and classes for market dominant and competitive products,” said a PRC document. “The proposed regulations do not seek to address every issue that might arise under the PAEA. The intent of these regulations is to provide a reasonable starting point and that they will evolve over time.”

Comments on the proposed regulations are due by Sept. 14 and reply comments are due by Sept. 28. The proposed regulations will be published in the Federal Register.
