The United States House of Representatives passed S. 577 Friday with a vote of 371-1. The 21st Amendment Enforcement Act empowers state law enforcement officials to seek federal court injunctions against business that engage in the illegal interstate distribution of alcohol.
Such distribution, often conducted by direct marketers, is seen as encouraging underage drinking, avoiding tax payments, and marketing irresponsibly.
The act was introduced in 1999 by Senator Orrin Hatch (R-UT) after a Senate Judiciary Committee hearing. The hearing included a videotape showing how easily underage people could order liquor and have it delivered to their homes without any ID check.
The Senate will take up the measure on Wednesday, Oct. 11.
