USPS Overhauls Return Service Fees

The U.S. Postal Service’s Board of Governors has replaced the postage-plus handling fee for its bulk parcel return service. It now will charge a flat fee of $1.75 for each parcel of Standard A mail that is returned as unwanted by the recipient or undeliverable.

The new fee schedule for the service, used mostly by continuity mailers of hosiery, books, records, audiotapes and videotapes, was set to take effect Oct. 3.

Postal governors also authorized the USPS to seek Postal Rate Commission endorsement for a proposed experimental two-year service that would allow catalogs to ride along with polybagged magazines at a special reduced rate of 10 cents per piece. Paul M. Alberta
