Retailing giant Kmart Corp., Troy. MI, has named James Eckl vice president, electronic commerce. Eckl will directly oversee the development of the company’s Internet shopping division.

Worth Linen, CEO of the Signature Group, Schaumburg, IL, has left the company. He was previously president of BMG Direct.

Valentine Radford Advertising, Kansas City, MO, has launched Valentine Radford Relationship Marketing, a new division. Brad Peak will serve as director of relationship marketing for the firm.

Internet-based medical information provider Healtheon Corp., Santa Clara, CA, has agreed to merge with online medical information provider and electronic commerce firm WebMD. The stock swap will give shareholders of each company 50% ownership of the combined entity, according to wire service reports.

The U.S. Postal Service, inching toward a possible late-summer launch of its Information Based Indicia Program (IBIP) has approved the final test stages of two computerized postage products for mailers. IBIP is designed to provide small-to-medium size mailers easier and quicker electronic access to postage through the Internet while reducing postage meter fraud, which is estimated to cost the USPS more than $25 million a year.
