PRC Expected to OK Catalog Ride-Along Service

The Postal Rate Commission is expected to recommend the U.S. Postal Service be authorized by its Board of Governors to begin a service that would allow a catalog to be mailed with a poly-bagged magazine for a dime. The experimental service is to begin in the spring

Monday, the USPS formally asked the PRC to expedite its recommended decision when it filed papers with the commission indicating that a dozen organizations and companies–including the PRC’s Office of Consumer Affairs–supported the proposal.

Yesterday, PRC officials said they expected to file a recommendation with postal governors by late January, so they could act on it at their February meeting.

Endorsing the proposed experiment are: The Advertising Mail Marketing Association, Alliance of Nonprofit Mailers, American Business Press, Association of American Publishers, Class Room Publishers Association, Cox Target Marketing, Cox Consumer Sampling, Image Media, Magazine Publishers of America, Marietta Corp., McGraw Hill Co., National Newspaper Association and Time-Warner Inc.

Throughout the experiment, the USPS will file quarterly reports with the PRC about revenues and volumes, including shifts from Standard A (advertising) mail to the periodicals classification by catalogs. Additionally, it will tell the PRC how many companies participated in the experimental service and its costs.
