The European Parliament has voted to dismantle national monopolies for mail delivery by 2011, according to wire service reports.
But member governments are split on when to fully open the delivery of letters of less than 50 grams to cross-border competition. This is the last remaining category where national postal companies face no rivals.
One sticking point: how to pay for universal public service that ensures delivery at least once a day to every European once commercial entities take over the service.
