As the economy continues to recover from the 2001-02, recession, employers are shifting gears from downsizing to rebuilding their staff rosters. At the very least, managers and human resource departments are working hard to retain what employees they have. For many, premiums and incentives are key tools for building morale and motivation among workers who may be burnt out from carrying the workload left by those laid off, and who see fresh opportunities (perhaps with competitors?) in a reviving job market.
