At stake is whether nonprofits are regulated only by 50 states, or by thousands of counties and jurisdictions.
Pinellas I ended last November when a court ruled that firms that organize mailings for nonprofits do not have to register with Pinellas County, FL.
But Pinellas II, a case about whether mailers themselves have to register, has yet to be fought.
