USPS Seeks to Extend RPN Deadline, Sets Reconsideration Dates

The U.S. Postal Service has asked the Postal Regulatory Commission to extend for another year its decision to allow mailers to place repositionable notes (RPNs), also known as sticky notes on mailing pieces.

In April 2005, the USPS began allowing mailers to place them on all letters, cards, large envelopes, magazines, catalogs, and newspapers until Tues April 3, 2007.

“The Postal Service and Postal Regulatory Commission are actively involved with implementation of the Postal Accountability and Enhancement Act,” said Daniel J. Fouchaux, Jr., chief counsel, ratemaking for the USPS, in a statement. “At the dawn of this new era for determining postal rates, fees and classifications, discussion of how RPNs fit is premature.”

Last week, the PRC issued its schedule for the USPS’s reconsideration of rates for priority mail flat rate boxes, the nonmachinable surcharge for first class letters and standard mail flats. Specifically, the PRC said initial comments on these rates are due no later April 12 and reply comments by April 19. Motions to reopen are due by April 4 and answers must come by April 11.
