Full-service direct marketing company CC3 has promoted two executives. Jay Garner has been moved up from head of sales and marketing to executive vice president of sales and marketing. Matthew Graham has become chief technology officer. He had led the development of the company’s Web-based tools that allow clients to manage projects online. CC3 is based in Ivyland, PA.
