Legislation capping nonprofit postage rates at 40% below the U.S. Postal Service’s commercial rates and 5% below its first class, periodicals and Standard B Mail rates was endorsed by the Government Affairs Committee of the U.S. Senate on Wednesday.
The full Senate is expected to pass the Nonprofit Rate Relief Act sometime next week, paving the way for the House action on companion legislation sponsored by Rep. Chaka Fattah (D-PA), pending before its postal subcommittee.
Alliance of Nonprofit Mailers executive director Neal Denton said he hoped the expected Senate vote would prompt the release of Fattah’s bill from two House postal committees so that the full House can take action on it.
Besides capping nonprofit rates, the legislation makes technical corrections to the way the USPS sets its rates for charities, religious organizations, museums and other nonprofit mailers.
