The American Legislative Exchange Council, a Washington-based association of state legislators, has called for the current federal moratorium on taxes on e-commerce to become standard practice.
In a resolution, ALEC called upon the Advisory Commission on Electronic Commerce to examine whether e-commerce should be taxed as well as how it might be taxed at the state and local levels. The group points out that while Internet commerce may have grown dramatically, the states have “lost” less that one half of one percent as a result of such commerce being untaxable. It maintains with most states showing tax surpluses there is no fiscal reason to enact e-commerce taxes to raise revenues.
