The U.S. Postal Service has proposed a rule intended to amend the current Domestic Mail Manual (DMM). The new rule would clarify the circumstances in which mail containing “personal” information may be eligible for Standard Mail rather than first class mail rates. The revision was made in the Federal Register.
According to Gene Del Polito, president of the Association for Postal Commerce, this proposal is an attempt by the USPS to crack down on mailers such as financial institutions which sometimes try to disguise bills and other non-commercial communications as marketing mail in order to qualify for the lower standard mail rates.
He noted his organization has not yet taken a stand on this proposal, since written comments are not due until June 18.
