Things are looking up. After a challenging couple of years, this year's list of the Top 100 U.S. promotion agencies indicates that brand clients are beginning to loosen up budget spending, with 34 agencies reporting 2-year revenue losses in 2010, compared to 44 in 2009. The ranking includes everything from small shops to mega-conglomerates ranked in order of U.S. net revenue.

The PROMO 100's Agency of the Year, TracyLocke, ranked No. 12 with 2010 estimated revenue of $122.4 million, up from $102 million in 2009.

TracyLocke was chosen for its grit in working through tough times, building the majority of its business last year with new work from existing clients. In 2010, it began ramping up staff, with close to 100 people joining the agency. And the agency's rallying cry, “Creative with Consequence,” has paid off. It is a finalist in four PROMO Pro Award categories, including Best Creative.

PROMO also highlights agencies by marketing and client specialty and profiles some of the standouts:

Hawkeye (Interactive),
GMR Marketing (Sports/Entertainment),
Momentum Worldwide (Event/Experiential),
TracyLocke (Retail Marketing),
Integrated Marketing Services (Retailer Clients),
Euro RSCG (Social Marketing),
