The city of 9.7 million people is the capital of Heilongjiang province in northeast China.
The two firms said they plan to work on expanding advertising in China's healthcare industries.
China Media Group has plans to expand its presence in China with offices in Beijing, Shanghai, Guangzhou and Shenzhen.
