Apparently, putting ridiculous effective dates on flawed legislation is a common procedural tactic Hawaiian state legislators use to get flawed legislation out of the way without having to spend time working on it.
It does make one wonder: In 2050, are Hawaiians in for a whole slew of insane legislation?
